为进一步加强学校传染病的防控工作，防止传染病在学校内暴发流行，维护正常的教学秩序，保障广大师生员工的身体健康和生命安全，结合我校实际，特制定学校传染病防控应急预案。

一、组织机构

学校成立传染病防控领导小组。由学校校长朱贵生为组长，副校长王立新为副组长，由张显忠 邹兴权 黄永明 薛海山 季永刚及各班主任为组成成员。

学校传染病防控领导小组工作职责：

①按照上级有关文件的要求，制定本学校的工作预案;

②建立健全传染病防控责任制度，并将责任分解到班级，落到教师;

③制定学校晨检制度、“零”报告制度、专人负责联系制度、24小时电话畅通制度)，并检查督促本校各年级落实情况。

④开展对学校师生的卫生宣传教育;

⑤建立每日学生缺课登记制度，查明学生缺课的原因;

⑥及时了解学生身体状况，对有传染性疾病症状的学生，及时督促到医院就诊，做到早预防、早发现、早报告、早隔离、早治疗;

⑦配合xxx门做好对传染性疾病病人或疑似病人的隔离消毒工作。

二、防治措施

(一)、全体教职工严格落实“五早”要求，对于可能发生的疫情做出快速反应。

1、要早发现。要坚持实行晨检制度。每天早晨由班主任到班级中检查学生到校情况(必要时要测量体温);每天都要保证教室的通风;加强对教室、食堂、宿舍等场所的消毒工作，特别是加强对学校食堂、饮用水的质量管理，确保师生饮食、用水的安全，加强校园卫生清洁工作，尤其是学生接触的公共教学设施、公共用具要加强消毒，及时消除校内外垃圾堆和卫生死角;建立缺课登记制度，班主任要及时落实学生缺课的原因，并对生病学生进行跟踪了解;学生双休日、节假日结束返校时，班主任需对学生逐一进行晨检。

2、要早报告。出现疫情时，要第一时间隔离学生并报告学校有关领导，同时及时告知学生家长。

3、要早隔离。一是对疑似病人要及时隔离，并通过家长将其送往医院诊治，严重者直接拨打120将其送往医院;二是对密切接触者要实行隔离，通知家长接回家观察或到医院检查。当一个班级出现一例确诊的传染性疾病患者，整个班级应该停课。确诊的传染性疾病患者痊愈后需持正规医院的证明并经学校校医室检查确认后方能返校。

4、要早治疗。发现疑似病人，必须及时通知家长将学生送往医院治疗。

5、要早处理。要配合当地疾病控制中心等相关医疗部门，做好疫情检测和发生原因分析，并配合有关部门对疑似患者或患者住所及所到场所进行科学消毒处理。

(二)、广泛宣传，普及卫生知识。学校应普及卫生知识，通过各种形式，做好预防宣传教育工作，并定期召开班主任工作会议，加强有关预防传染病知识的培训，保证每周的健康教育，教会师生防病知识，培养良好的个人卫生习惯。

(三)、做好人员密集场所的防范。教室、会议室、图书室、实验室、阅览室、电脑房等人群较集中的公共场所，落实好以下防范措施：

①保持室内通风换气。

②课间要求师生到室外活动。

③学校应按规定定期消毒。

三、突发事件应急处理机制

(一)突发事件监测

1、建立防控传染性疾病疫情监测制度，建立晨检、消毒、隔离制度，重点实施对体温℃以上、伴有咽痛或咳嗽之一症状的患者进行检测，对缺勤者要逐一登记，及时查明缺勤原因。发现异常者劝其及时就医或在家医疗观察，暂停上学或上班，必要时要采取进一步措施。

2、重视信息的收集。要与当地疾病预防与控制机构建立联系，收集本地及周围地区的传染性疾病疫情的情报，密切关注其动态变化，以便做好预防工作。

(二)传染性疾病疫情报告

1、学校召开传染性疾病防控专题会议，指定疫情报告责任人，我校由校医务室刘小平负责每日疫情防控报告。

2、严格执行学校传染性疾病疫情报告程序，对疫情实行“日报告”制度和“零报告”制度。出现疑似传染性疾病疫情时，学校领导小组必须马上启动本校应急预案，校长立即(第一时间)向上级主管部门报告，同时向当地xxx门报告。

3、防控领导小组成员及相关科室平时要加强日常工作，各负其责，一旦发生疫情，按小组责任分工保证工作迅速到位。

4、任何部门和个人都不得隐瞒、迟报、谎报或者授意他人隐瞒、迟报、谎报传染性疾病疫情，对有违反者将追究当事人的责任。

四、传染性疾病疫情的应急响应
